The MR-C4 Mini Cutter is a compact hydraulic emergency rescue tool manufactured by PJSC AGGREGAT (ПАО «Агрегат»), a Russian industrial enterprise founded in 1759 and located in Sim, Chelyabinsk Oblast. AGGREGAT has produced hydraulic emergency rescue tools (GASI) since 1995, and its equipment is trusted by units of the Russian Ministry of Emergency Situations (МЧС), the Ministry of Internal Affairs, and municipal utilities.

The MR-C4 belongs to AGGREGAT's Series C-4 rescue tool generation, distinguished by an original modular architecture: the instrument is split into two independent parts — a removable control block and the power/working unit — connected by КВ3М quick-release couplings. A single БУ01-С4 or БУ10-С4 control block can drive multiple C-4 instruments interchangeably, reducing the total cost of a rescue kit.
The КВ3М coupling design also allows hydraulic flow direction to be reversed, enabling full remote-control operation and safe deployment in hazardous or confined areas without placing the rescuer at risk.
Designed for cutting through reinforcement bars and load-bearing structural elements in disaster zones, vehicle accidents, collapses, and fires, the MR-C4 operates at a nominal pressure of 80 MPa. Weighing approximately 3.4 kg with a 0.5-litre onboard hydraulic fluid reservoir, it is one of the most portable instruments in the C-4 family.
