The complex is a special technical means operating in automatic mode and having photo and video recording functions to ensure control over road traffic, including for fixing administrative offences in the field of road traffic, in the field of territory improvement and is designed to perform the following functions: - fixation of vehicles and identification of vehicle registration plate in the traffic flow; - measurement in automatic mode in stationary state or in motion of vehicle speed by radar method and/or by video frames, determination of coordinates of current location, determination of current time values synchronised with UTC(SU) time scale; - fixation of violations of rules of parking and stopping of vehicles; - detection of facts of traffic violations by means of photo-video fixation and formation of evidentiary materials; - archiving and storage of evidentiary information; - verification of calculations of
